Community Support Statements

The Federal Home Loan Bank Act requires the Federal Housing Finance Agency (FHFA) to establish a Community Support Program (CSP) for FHLBank Topeka members. CSP regulations set forth standards of community investment or services allowing FHLBank members to maintain continued access to long-term advances (term to maturity greater than one year). The CSP requires FHLBank members to submit a Community Support Statement (CSS) to documenting a member's Community Reinvestment Act of 1977 [12 U.S.C. §2901 et seq.] (CRA) performance and support of first-time homebuyers.

FHFA Public Comment on FHLBank Members
FHFA's public comment period is Feb. 20, 2025, to March 24, 2025. FHFA will consider any public comments it receives concerning an FHLBank member when reviewing the member for community support compliance.

Instructions for submission of public comments will be published in the Federal Register Feb. 20, 2025.

Community Support Statement Submission
FHLBank members are highly encouraged to submit their CSS at their earliest convenience starting April 1, 2025, but not later than Oct. 31, 2025. FHLBank members must use FHFA's electronic online system to submit their CSS. FHLBank members are encouraged to keep a copy of thier CSS for future reference.
