Disaster Relief July 18, 2024

Our regulator, the Federal Housing Finance Agency, granted a non-objection letter on June 28, 2024. The letter temporarily suspends Affordable Housing Program (AHP) household income limits for rental projects housing individuals/households displaced by recent severe storms in Nebraska and Oklahoma.

The displaced individual/household must have resided in a county affected by any of these events on, or after June 28. Regardless of income level, the individual/household is then eligible to live in any vacant Affordable Housing Program project nationwide. The resources below provide additional details.

  • Find a list of qualifying disasters and the conditions for occupancy in this document.
  • Check the FEMA site for a list of current disaster declarations.

In addition to offering AHP units to disaster victims, FHLBank members can also obtain discounted advances through our Community Housing and Community Development Programs (CHP and CDP) to match fund or pool loans to support disaster recovery.

CDP is a special advance program that provides wholesale loans (advances) priced below FHLBank’s regular advance rates to help members finance disaster recovery efforts. CHP advances are designed to finance owner-occupied and rental housing, including the repair or rebuilding of units affected by the declared disaster.

If you have any questions about either option, please contact our Housing and Community Development department at 866.571.8155.
